Merging PDF's files; existing pages are replicating in place of where I inserted pages

I have a large PDF file that I am trying to insert PDF forms/files into.  When I drag or "insesrt" the pages, one of the existing pages replicates in place of where I tried to insert the other file.  Any suggestions?

I imagine these are forms. Same field name = same contents.
