Missing Tagging option View > Show/Hide > Navigation Panes >Tags

Hi,

I am trying to tag a untagged document. when I searched articles that told that I should be going to Tags section under  View > Show/Hide > Navigation panes > Tags . but I am not able to find Tags section. I have searched plugins (help > about adobe plugins )  and I found makeaccessible.api  is not loaded (as shown in the picture) . can someone please help me to solve this and make enable Tags section?
