properly install it using the installation files and your serial number.

you can recover your serial number from your old installation, if you can't find it:

Download and installation help for Prodesigntools links are listed on most linked pages.  They are critical; especially steps 1, 2 and 3.  If you click a link that does not have those steps listed, open a second window using the Lightroom 3 link to see those 'Important Instructions'.

I shouldn't imagine it is compatible though. Might or might not install, probably won't run well. Certainly won't integrate with current Office apps.
