Multiple lines with section title

I have this form which has the need for multiple line (for handwritten purposes).  Can i have the text carry over into a second text field?  See screenshot for example.

For sections/fields for "Technician comments" or "Manager's Recommendation"  the are 2 lines for input.  Again needed because these sometimes get done manually and not electronically.
