Need to create easily-reorganized release notes

Of our many customers, one wants to reorganize our corporate release notes (simplified version: issues at the front and fixes at the back).

If I make issues and fixes two separate documents in a portfolio, users can organize the thumbnails however they like.

Is that really the best I can do, or can I present the sections some other way that would enable customers to rearrange for themselves?

Thanks very much. I know - a consultant would charge a fortune to answer this question.

Do these customers have access to Adobe Acrobat? If so, they can do what

they want with the files you give them, unless you secure them first.

Thanks so much for asking.  Nope - these customers don't have Acrobat Pro. 

We have hundreds of clients and just one has asked to see all the bad about new releases up front.  Understandable.  But equally understandably, we don't want to scare customers who would otherwise install the upgrade release, by starting out the release notes with a list that describes Known Problems.

If we offered an online database with templates so that everyone could choose their favorite report style... but that begs the question of securing and maintaining the site.

How are you currently producing the files? You can't use Acrobat as a server-side application, you know...
