OBJR tags remain after using "Remove all links" feature

I'm tagging a fact sheet to be Section 508 compliant and, when doing a quality check with JAWS, I discovered JAWS reads each hyperlinked URL twice. I tried to strip all object reference (OBJR) tags from the document by using the "Remove all links" button, but the OBJR tags are still there, although they don't behave normally (that is, when I click on them in the tag tree, they don't highlight in the document, and when I hover the cursor, a tooltip doesn't appear with the URL in it, etc.). Has anyone encountered this problem? How did you solve it?

That document still contains the web links.   The "Remove All Web Links" option in Acrobat DC removes the links and the OBJR tags.  Could be an issue with Acrobat 11, which is unsupported.  

 

The OBJR tag is a reference to the actual link annotation object. If its in the structure tree, and the link really was deleted, then you have a malformed PDF.  Can you post the PDF with the links removed?
