I am creating a fillable PDF and need to add a submit button, but the "OK" button is not an option, nor visible in my tool bar when I am editing/creating the form. I have Adobe Acrobat Pro DC.

Thanks for the help.

You can access it in two placed in DC.

1. Tools > Rich Media

2. Tools > Prepare Form

If you choose the latter, don't select the "This document requires signatures" checkbox when prompted to "Select a file or scan a document to begin".

You can place the OK button in your quick tools toolbar or a custom toolset to make it more accessible.

Also, if you did select the "This document requires signatures" check box, you can convert it to a normal Acroform, which makes the button tool available in form editing mode. To do this, select "More > Revert to Acrobat form" when you're in form editing mode. Adobe Sign (aka EchoSign, aka Adobe eSign Services) forms don't allow buttons, so it doesn't appear in form editing mode with such a form.
