PDF connected to a database

We are investigating an application using pdf docs to do the following:

1.  Forward data filled in on a form to a database (SQL Server on AWS) over the internet.

2.  If a connection is no longer available save the form with the data and load the data to the database once the connection is re-established.

I've read things that seem to point in that direction...looking for verification.
