pdf forms unable to print/save

I have created a pdf form, with Acrobat 9 Pro, for our website for customers to fill out and submit.

The form is protected and has had the Extended Features in Adobe Reader is allowed.

Security is as follows:

Opened by:  Acrobat 7.0 and later

Printing:  Allowed

Changing the Document:  Not Allowed

Document Assembly:  Not Allowed

Content Copying:  Not Allowed

Content Copying for Accessibility:  Allowed

Page Extraction:  Not Allowed

Commenting:  Not Allowed

Filling of form fields:  Allowed

Signing:  Allowed

Creation of Template Pages:  Not Allowed*

The problem:

When opened in Explorer you can fill out the form and save it but you can not print it from the website, you can save it and open it and print it.

When opened in Chrome you can fill out the form and print it but part of the form does not print.  You can not save the form, you can however download a blank form, open it fill it out save it and print it.

I have not tried any other browsers at this time.
