Plug-in SDK: picking up keystrokes

Writing Acrobat plug-ins. There are callbacks available for picking up keystrokes in a plug-in; for a page view, when an annotation, a selection or tool is active. I am interesting in providing a "universal" keystroke, for keyboard shortcuts even when no document is open. I have reports that some plug-ins can do this.  Any ideas or hints?

In Windows, the plug-in is a DLL that is still running under the operating system. As such, code in the dll can collect messages directly. You don't have to operate within the SDK at all. So unless Acrobat blocks a keystroke message, it's avaiable for capture by a DLL.   

 

I imagine there is a similar mechanism in Mac plug-ins.
