Prepare forms tool not opening

When I pen the tools screen the prepare forms app appears with an "Add" or "learn more" menu under it. If I then click on add it takes me the download screen which then says that I have already downloaded this product. How do I open this app?

As noted Reader cannot do this. Adobe will sell sell you a web based service that works with Reader. If yu buy 2 or 3 of these services, you might be better off subscribing to Acrobat Standard or Professional.

You must use Adobe Acrobat, not Acrobat Reader.
