Problem viewing pop up windows when editing

Specifically, when I am editing a form and open up a field property window to make changes, the pop up window is way taller than my screen and there isn't a scroll bar. It is then impossible to view the "Ok" button to complete the changes. How do I change the way pop up windows are viewed?
