Require Specific Selections on Combo Box

I am using Adobe 9.0 and am creating a form. The first field in the form is a Como Box with the following options

Select One

New Request

Change Request

I want to force the user to select either New Request or Change Request, how would I go about doing this?

If you do that they won't be able to reset the form... It's not a good idea.
