Scaling issue with secondary display with Surface Pro 3.

I have Acrobat Pro DC and a Surface Pro 3 with a dock and a second display that I use frequently.  When I use Acrobat on the surface display, scaling is exactly as it should be, but when I move the window to the second display, the application does not 'rescale' like all of the other apps that I have do.  Is there a way to fix this?

I've included two images that may help explain my issue.  I apologize for the image quality and the fact that they are upside down.  I am not sure why they uploaded like that.

The first image is adobe open next to a webpage for scale and the next image is adobe open on the surface display.  Please keep in mind that the second display is a 28'' monitor while the surface display is 12''.
