Selection tool problem in Acrobat XI

When any pdf is opened the selection tool is enabled and does not allow the hand tool to be enabled.  As a result when the cursor clicks anywhere in the document it is selected and the selection will continue where ever the cursor is moved in the document.  In addition this also locks up Acrobat to the extent it has to be shutdown in the task manager.  This started several weeks ago and the only fix I found was to reimage the computer.  It worked fine for several days and then started doing this again after working normally for several days.  I would appreciate any suggestions on how to correct the problem so that I don't have to keep reimaging the computer.  I have done the following in an effort to correct the problem.

Document:  Select "Restore last view settings..."

General:  Select all three "Make Hand tool..." options

Accessibility:  Deselect "Always display the keyboard selection cursor"

The computer is running Windows 7 64bit Enterprise.
