Show/Hide Navigation Pane options greyed out

I am trying to bring a text box in front of another text box and I read where I could use the contents portion of the Navigation pane to achieve this however I am unable to access this portion as it is greyed out.  I am working on a MAC.  Can anyone offer me some help on this?
