Sticky notes

When adding a sticky note to an image PDF, I don't want anyone to have the ability to comment. I just want the sticky note to inform. Is there any way to go about this in Acrobat DC? Using a button/text box isn't an option because I don't want to make a mouse-over effect for hundreds of pieces of text.
