Support portal orderfulfilment. Dropdowns not working. Help please.

I am working in this page

Open a Customer Service case

Student and Teacher Edition order fulfillment

and I can put data into most of the fields however the drop downs for

PURCHASE INFORMATION

Do not have any options for me to click on. only a blank drop down.
