Text Color & Size cannot be changed when using comment tools

Hello,  I am having issues changing the text color and size of comments when using the comment tools.  I used to be able to do this by putting cursor on text and opening the text properties bar, but the text properties bar has stopped popping up even when selecting Crl+E.  When using a text box, I can get the properties bar of the text box pop up; then I switch to the text inside the text box and the text properties bar appears, however, I am not able to adjust font type, size and color.  Help? Could the text setting have been accidently set to default?  If so, can this be changed?

I am having the same problem and I am on the lateste update. I can change the colour of a text box and the line around it, but not the font size or the font colour.
