Tool Tips don't show. Acrobat DC

I have created the pdf in InDesign CC with text boxes, and edit the boxes into text fields in Acrobat Pro DC.
I tried putting the "description" in InDesign, then I just edited the "Tool Tip" in Acrobat. 

Everything else is working fine, but the tool tip does not show, either before or after clicking or hovering, viewed online or desktop.
(Note, it needs to work online)

I haven't had to create a form where Tool Tips were essential, but this one is.

Note: I have 10 workbooks with at least a dozen forms each.  Just pasting text into "Tool Tip" is the simple, repeatable solution I'm looking for... but I don't understand why it's not working.

Try deleting the fields entirely and then re-creating them in Acrobat. It's

been my experience that InDesign creates problematic form fields, so I

would suggest avoiding using it for that.

There are dozens of them... is that really my best option?

At least try it with a couple, to see if it solves the problem... If so then it might be possible to automate this process using a script.
