Toolbars reset when closing Acrobat XI

On terminal server 1, any changes to the toolbars in Acrobat XI revert back to default when re-opening Acrobat. On terminal server 2, they work normally and save toolbar changes.  I have already reinstalled Acrobat on terminal server 1 but this did not fix the issue. I can see that terminal server 1 is not reading the registry settings for user changes at [HKEY_CURRENT_USER\Software\Adobe\Adobe Acrobat\11.0\AVGeneral\cCommonToolsDesktop], but terminal server 2 is. Please advise. Thanks!
