Update 15.016.2039 Breaks Digital Signing of pdf's and Hotfix 15.016.20041 doesn't fix it

We upgraded to 15.016.2039, that broke digital signing of pdf's.  I found something that said ActivClient needed to be upgraded to 7.x, that did not resolve the issue.  Then Hotfix 15.016.20041 came out and that did not resolve the issue.

We need a fix for the broken digital signatures in pdf's.
