"Use Adobe LiveCycle Designer". Why can't I use Adobe Acrobat Pro DC, which I've purchased?

Because the file was created in LiveCycle Designer, so it can only be edited in that application. LCD used to be bundled with Acrobat Pro, but is no longer is. You now need to purchase it separately.
