Use both Certificate and Password Security on Acrobat XI pdf documents

I would like to use both certificate and password security on Acrobat XI pdf documents.

Certificate security so the pdf can't be emailed or used outside of our network.

Password security so users inside our network can not edit the pdf

                         

I was able to create an action where i applied password security, save and then apply certificate security and save, but it only keeps the last security applied - certificate security.

                         

any help would be appreciated

really wish I could combine the two permissions together on one document.

With certificate security you can also rescrict changing of the document.

You can't use both security settings in one document. Use two versions of the document, one for password security, the other for certificate security.

Note: you can always email a PDF document with password or certificate security.

thanks, my wording was incorrect. 

Certificate security so the pdf can't be used outside of our network without the certificate.

I really don't want 2 documents.
