Webform that uses a dropdown selection to select the email recipient

Is it possible to create a webform that can send to the email based on the selection made from a dropdown box. I have found several articles that look similar. I have created the dropdown box, added the email as the export value but I'm missing something or the syntax is incorrect. The export value is just the email correct? Or does mailto: need to proceed the email address. Thanks.

    I was successful in creating a pdf that would trigger my email application to send an email based on the selection. However when I tried to create a webform in adobe online, I lost the Submit button. This was my original question of whether this was possible. I need a form based on a URL that can send them email based on the selection from the dropdown box. I have Adobe Acrobat Pro and Adobe Sign for Business. Is this possible?
