What Adobe product should I get if I am trying to read Blue prints and scale on the PDF?

What Adobe program should I purchase to

be able to scale on blueprints?

Hi ,

The best would be to go for Acrobat DC ,it would help you do a lot more than just reading PDF'.

Acrobat would let you scale on blueprints.
