I had the same issue.

I am running Windows 7 on my laptop.

Save the installation file to your desktop.

Then right click on it and select Troubleshoot Compatibility.

Run the program and it should identify the issue.

Mine was a service Pack 2 problem and it fixed it.

I was able to install the Adobe DC afterwords.

Mac or Windows, and EXACTLY which version of the operating system?

Recent Mac AND Windows operating systems have been known to cause "odd" problems

Are you running your computer with an Administrator account?

Doing Run as Administrator http://forums.adobe.com/thread/969395 [says Encore and also for All Adobe programs] will sometimes fix "odd" or "permission" errors in Windows
