When submitting a PDF form, it gets stuck in the Outlook Outbox

The same form will send fine on other machines with the same versions.

MS Office 2016

Adobe Acrobat DC

Acrobat Reader DC

Has anyone seen where forms get stuck in the Outlook Outbox after submitting?

The PDF form may still be in memory after it was attached, so it can't send the form. You can bypass client-side email altogether by submitting to a server-side script such as PHP or ASP.net.
