Windows 10 upgrade caused password protected pdf to be permanently locked

I had created a password protected pdf with Adobe Acrobat Pro, but after I upgraded to the free Windows 10 OS, I no longer get a password popup, but instead it says " You do not have access rights to this encrypted document."  I have no idea why it no longer even gives me an option to type in the password to check my document, whereas before with Windows7, I always had the option.

Did you open the file with Adobe Acrobat?

I think maybe you used certificate security, and did not preserve the certificate. If so you must get it back. See Need To Open An Encrypted PDF File That I Created. No Password.

That may have been it, but I used to be able to type in the password and it would open.  It all changed once I upgraded to Windows 10.  I don't think I have access to the old certificate because I can no longer access my Windows 7 OS sadly.
