Workflow in a Magazine company

Question

OK... I am a designer of a monthly magazine.

1. I want to create one pdf that can be commented on and approved by each editor.

2. I want them to be able to see everyone's notes as it gets approved by each of the editors.

3. I want them to be able to check out the file so that no one else can edit while it is checked out.

4. I would like to be able to do it online, without having to download the pdf to their personal computer so that it lives online.

Have you looked into the Shared Review feature of Acrobat? I think it does most of what you described, except maybe for the last point (the files have to be downloaded locally for the editors to be able to open them).
