Missing the Publish Theme option on Dialog

I am attempting to Publish a color theme to the explore so I can share with co-workers but I am missing the option on the dialog. I am not entirely sure what to do about this.

Are you using an Enterprise ID? That could be one of the reasons for not seeing the option. 

As a work around you could locate the theme on Adobe Creative Cloud and share the link or library with your co-workers.
