Adobe fonts - unable to activate any fonts

My active Creative Cloud account is for Captivate and Media Encoder. When I access Adobe fonts, it seems as if all the fonts are available but in fact, there is no Activate Fonts button. Is something wrong or insufficient with my account?

When I log into a different CC account, which includes many more apps, but not Captivate, I DO see the Activate fonts button. 

But I need to activate fonts through my own CC account.

Please advise how to fix this.
