Discrepancy in display of ↓ (arrow character)

The font in question is Tondo. The character in question is ↓  ().

In Figma, this special character displays using Tondo without an issue.

In Illustrator and in the web kit, this special character does not display. In Illustrator, it is not available in the Glyphs window. I also selected the full character set option for the webkit option just in case.

 

Why is there this discrepancy? Especially between Illustrator and Figma?

Furthermore, if this special character needs to be licensed specifically from the designer, then why is it visible in Figma? This is quite frustrating as now I need to go through the process of selecting a new font that can actually support this character and then re-do all of the typesetting. Blah.
