Yes everyone needs a license. Nothing has changed, though if everyone were a Creative Cloud subscriber, many fonts are bundled. As with every intellectual property, if the price is too high you may seek another, and quality often comes at higher price; but it seems entirely reasonable to charge each user of the font, after all each user must pay for Word.
