I have Adobe Photoshop Elements 2020 Can I use Adobe Fonts?

I've been trying to download or use the Droid font with no success.

Do you have a FREE Creative Cloud membership? 

Among other things, it includes some free fonts from Adobe Fonts.

That said, PS Elements doesn't interact with Creative Cloud services the same way that Photoshop CC does.

Adobe Fonts are offered as a subscription with Photoshop and Creative Cloud, but not Photoshop Elements (since you aren't paying a subscription).  Some of the fonts in Adobe Fonts are also available to buy from their makers. Happily, the Android font is also available from its maker, Google, for free. https://fonts.google.com/?query=android
