I need to transfer over a Web Project to a client's Adobe CC account, but support isn't assisting

I've tried to contact support as per the top comment on this thread, but have only succeeded in either:
A) getting transferred to a different support agent, or 
B) getting sent a link to a completely different use case/product/support thread.

I need this completed ASAP, but I don't have limitless time to sit on chat trying to find someone who will help me.

Any real assistance would be appreciated.
