ive uploaded a personlized font to my cloud app but i dont see it available for usage on portfolio

Portfolio doesn't support personal fonts (Not only those you have created, but those not in the Adobe fonts list). Portfolio operates independently of the Fonts manager in the CC app, and as such only accepts Fonts from the synced list. To be clear, I find it sad as well, but that's how it is for the moment.
