Noto Sans Tamil - Glyphs not showing up

So I work with Noto Sans tamil quite often and when I try to access certain Glyphs from the panel, they do not show up, they automatically revert to the standard version of the character with a symbol beside it,

this has never happened before and I've tried uninstalling and reinstalling the font and tried both the adobe and google fonts version of this font. Attaching an image for reference (blue is the glyph that is supposed to show up and the white one is what I'm getting.

Please help!
