Unable to use a downloaded font in any of the Adobe apps

I downloaded this font- https://fonts.adobe.com/fonts/bisbee-variable and it is reflected in my creative cloud, but in any of the adobe apps like expess or premiere pro I am not able to use it why ? 

Here it is downloaded in Creative cloud

Here it is cant use it in Express. Why ?? 

This shows can't depend on Adobe for serious work, as its features are not dependable.
