Does anyone know if it is okay to use Adobe Fonts on non Adobe apps as long as I have a subscription to an Adobe app that has access to Adobe Fonts?

Yes, you can use Adobe Fonts in other non-Adobe applications. However, when you add fonts at the Adobe Fonts web site the fonts are initially only visible to Adobe CC applications. To make them available to all applications on the computer they must be installed using the Creative Cloud Desktop App.

When they are installed, where are they?
    Thanks.

The font files aren't visible as font files in any computer system folders. You won't see any OTF files looking through Adobe application folders. Any font data stored on the local hard disc is masked.
