Which plans include full suite of web fonts?

Can anyone confirm whether all of the CC plans for individuals include the full suite of web fonts, including Typekit? Specifically the $4.99 InCopy CC plan for individuals?

The website documentation is more than a little confusing.

Typekit - now Adobe Fonts - is included in all plans.

Clicking on "See plan & pricing details" under InCopy on the Creative Cloud Plans & Pricing site brings up this:
