How to Capture/export a frame from video on iPad

On an iPad Pro with CC, I've tried Rush, Premier, Lightroom. Can't anything export a single frame? A search says yes but results are negative.

I’m not sure about Lightroom, but in Premiere Mobile, the best way to do this would be to take a screenshot and crop it to match your frame.

We can talk to our engineering staff about making it possible to export a still image from Premiere Mobile.
