15.1 Slows down H.264 convert with Geforce 3060

With 15.0,  I could convert my sample test file of 1080p at 50mbit in 3:10. The GPU would run about 80% and CPU at 5%.  The file is about 7.6GB and 20 minutes long.

With 15.1,  it slows it down to just about half 6:03. The GPU would run between 25-70 and CPU at 20-60%.

Big step backwards on the speeds. Guessing the Intel sync optimizations messed with the Nvidia ones.
