Adobe Encoder Does not use All hardware Available When Rendering

Hi

 

I Recently did a build for my video editing purpose, But When I tried my new Rig on rendering im not satisfied with the outcome. I use After effect and then render it using Adobe Media Encoder, But I realized that While Rendering Encoder does not use any of my Hardware on Full or Close to like 90%

 

I also Tried Gpu open cl Rendering and Also Cpu rendering, Both have Similar but Gpu looks like 5 10 min Fast..

 

 

I have these Spec:

 

CPU : Ryzen 5 3600

Motherboard: B450 tomahawak

RAM: Tridentz RGB 32 GB 3200MHZ oc

NVME: Samsung 970 evo 500 Gb ( Windows , Adobe Softwares )

External Drive SSD: Don't know much ( Project and Files )

GPU: AMD Rx 580 8 Gb Sappire nitro+ 1430mhz Clock when gaming  ( But while Rendering its always Show 300 mhz )

Power Supply: Redragon 600 watts

Same issue; Encoder 2020 is using, on average, 5% of the available CPU power; 1:25:00 time quoted for a file conversion.  Encoder 2019, on the same task, is using 150% CPU with 0:02:00 quoted and executed.
