Adobe Encoder will not encode

Hello,

I am attempting to export an animation from Adobe Animate to video. I have tried the mpeg4, avi, h.264 and even quicktime. It goes to the Media Encoder and I click the start button and the start button turns into a stop button and then nothing happens after that. I let it set for over an hour and no progress. If I click stop, it doesn't actually stop and then Media Encoder stops responding and the only way to close it is with task manager. I noticed in Adobe Animate in the export media settings, the output file does not have a file type and when I click the browse button for the output file, the file type box is blank. I don't know if it is supposed to show the .avi, .mp4, etc.. at the end or not but it doesn't. I am not sure if this has anything to do with the issue but I figured it would be worth sharing that information. Any help wwould be greatly appreciated. I have tried uninstalling and re-installing media encoder and that did not help.
