Adobe Flash Media live Encoder 3.2 won't open

I run Windows 10.............   have both Edge and Chrome

Flash Media Live Encoder 3.2 was released in 2009 and support for it was discontinued in 2016. If you can't run it in Compatibility Mode on Windows 10 then there's really nothing you can do about it except find an old copy of Windows where it could still work.
