Can Mp4 be converted to DVD using Media encoder or premiere pro?

It's my first time using media encoder. I was just trying to convert an mp4 to dvd Region 1 format. It's a video for a funeral service. please help thanks

Yes, you should be able too. If you are using Media Encoder, you should be able to drop your mp4 file into it. I'd then go down to the presets and find the DVD tab. There is various presets with different sizes and so forth, but make sure you select one titled NTSC as that us Region 1.
