Can't export w/ Media Encoder v14.9 CBR using Hardware Accelerationa

I see it has completely broken being able to export at a CBR using Hardware Acceleration.

Hi Folks,

My ADOBE MEDIA ENCODER is working again today. Suddenly.

Thanx to some voodoo master ! Hope it keeps on working now.
