Code execution cannot proceed because MSVCP110.dll was not found, but V++ up to date installed

Hi, as of today I cannot open the latest MEdia encoder, or any version of 14 either, I get the Sytem Error The code execution cannot proceed because MSVCP110.dll was not found, but V++ up to date installed.

 

I have cleaned registry, scanned for viruses and malware, updated V++ several times, and uninstalled and reinstelled several versions of media encoder. I have restartted several times. I have updated Windows 10. All to no avail.

Can anyone help please?
