How does one export a video with these specs in ME?

Sorry, I was just coming back to correct myself because I saw you wanted a MOV. Adobe dropped support for legacy QuickTime 7 codecs after Apple killed 32-bit QuickTime which made all these codecs unsupported and unable to playback on macOS: https://helpx.adobe.com/x-productkb/multi/quicktime7-support-dropped.html
If you really need a MOV then you'll have to go back to a previous version that supported this (not something you can get from the Creative Cloud app anymore) or use a third party solution. I've seen this software mentioned in other posts, but I've never used it so I can't say how well it works: https://calibratedsoftware.com/
